Based on an analysis conducted by PI Magazine, a national publication, Paul was selected and recognized as the Top New York PI for 2024.
Paul is well-respected and highly regarded throughout the criminal justice community. During Paul's twenty-two years of service with the New York City Police Department, he conducted hundreds of investigations as an investigator and supervising investigator.
His many investigations include the enforcement of the New York City nuisance abatement "padlock law" statutes involving buildings that were illegally used to further criminal enterprises, fraud, and complex criminal investigations.
During the latter part of his law-enforcement career, Paul worked closely with the upper echelon of the NYPD, Civil and Criminal Court judges, and all five NYC District Attorneys' offices.
Paul is a recognized visionary in law enforcement who has contributed to technologically reshaping the NYPD's investigative strategies.
One of the few firms to do so, we design and deploy customized covert surveillance devices tailored to each investigation's unique needs.
From September 2021 to the present, Paul is the President of the Society of Professional Investigators.

John
John P. Chesney
Chief Operating Officer
With over 21 years of law enforcement experience with the New York City Police Department and rising to the rank of: Captain of Police, John oversaw investigations related to: Criminal, Narcotic, Organized Crime and Internal Investigations, as Commanding Officer: Narcotics Division Brooklyn South-West, Commanding Officer: 10th Detective Division and as the Commanding Officer, Chief of Detectives, Investigations Unit.
John worked closely with all five County District Attorney Offices, the Federal Bureau of Investigation, the United States Attorney’s Office, Eastern District and the Civilian Complaint Review Board regarding high-profile criminal and internal investigations.
Upon transitioning from the New York City Police Department, John was offered a position as Regional Vice President, Command Security Corporation / Aviation Safeguards in which he oversaw nine branch offices throughout the eastern region that comprised 2000+ employees with $55 M. in annual revenue. John decreased annual expenses by $1.1 M. through the assessment and implementation of numerous consolidation and centralization cost reduction initiatives. John also introduced “patient enhancement” programs directed at healthcare facilities to complement established business and managed 1/3 of the organization’s total revenue.
John then sought greater challenges and was offered a position as Security Zone Manager, Federal Express, New Jersey Region. While with FedEx, John oversaw security operations for 26 FedEx work sites and receiving and distribution ramps throughout the State of New Jersey. He coordinated, supervised and approved and installation of access control and loss prevention systems. John assisted in administering FedEx' annual operating budget of approximately $3M. Part of Johns responsibilities was conducting detailed security audits at each FedEx location. While with FedEx, John materially contributed to the substantial reduction of unexplained package losses.
John then transitioned to White Plains Hospital as Assistant Director of Security where he supervised 35+ security officers, 60+ parking department employees and contract security guards. While at WPH, John successfully completed Joint Commission Surveys with no direct or indirect findings. He also implemented and personally conducted Active Shooter and Workplace Violence training within the main hospital and conducted seminars and training sessions for medical employees at 23 sites affiliated hospital work sites. As part of his duties and responsibilities, John conducted internal comprehensive investigations pertaining to theft, workplace violence, allegations of sexual misconduct, accidents, etc. He interviewed witnesses, reviewed video evidence, performed physical and electronic surveillance and prepared reports for submission to the V.P. of Facilities.
While at WPH, John routinely liaised with local law enforcement agencies in the Westchester County area and the local District Attorney’s Office pertaining to criminal investigations. John also designed, implemented, purchased all security related equipment including 300+ CCTV s, panic alarms, security fleet, etc. On an ongoing basis, John performed detailed security assessments at all the hospitals sites to ensure patient/staff safety and developed protocol which improved compliance with safety and security guidelines.
With John’s passion for investigations, in November of 2017, John joined PGB Executive Investigations as the Chief Operating Officer for the South East Region where he brings his knowledge, skills and ability to best serve this firm’s demanding clientele.
Harry
Harry Roman

With twenty-one years of experience as a ranking member of the New York City Police Department, Harry is well trained and highly skilled as Chief Investigative Officer with the firm. His day to day responsibilities include review and analysis of complex investigations, threat assessment for personal and corporate entities and safety and security assessments for healthcare facilities, corporation and residential settings.
During Harry’s tenure with the NYPD, he conducted hundreds of investigations involving serious crime in New York City and countless internal investigations involving police misconduct and corruption.
After transitioning from the NYPD, Harry was employed at Command Security Corporation. With his exemplary credentials, he then was offered a position as Director of Security with New York Downtown Hospital. In addition to suppressing hospital property losses to an astounding near zero percent, Harry also worked on numerous key projects that included oversight of residential housing and parking, emergency preparedness the Infant Abduction program and compliance with two Joint Commission inspections that resulted in zero RFI’s.
Harry was then offered a more challenging position with White Plains Hospital as Administrative Director of Security and Safety. While with WPH, Harry was instrumental in implementing a high tech computerized security reporting system to monitor and track all security incidents, locations of vulnerabilities on a 24/7/365 basis. Harry also revamped the overall security operations by implementing Active Threat Training for senior management, hospital employees. While with WPH, he also oversaw the workplace violence committee, STAT 50 Committee and Environment of Care committee. Harry’s contribution to White Plains Hospital has resulted better identification of operational policies and practices that needed improvement and one Joint Commission review resulting in zero RFI’s.
